Hiring a dedicated engineering team in Egypt

For a European company, the case for Cairo is not "cheaper developers somewhere far away." It is a same working day time zone, a real engineering talent pool, and a segment of returnee engineers who trained in Europe before coming home. Here is how a dedicated team actually gets built, staffed and run.

Why this fits a European engineering team specifically

Cairo runs on UTC+2, which is the same clock as Berlin and Paris for most of the year, and one hour ahead for the rest. A dedicated engineer in Cairo is in your daily stand-up, your sprint planning and your incident channel in real time. That is a structurally different working relationship than a team eight or ten time zones away, and it is the reason a dedicated team model works here in a way it does not against every outsourcing destination.

Egypt's digital services exports, spanning IT services, business process outsourcing and engineering research and development, doubled from 2.4 billion to 4.8 billion US dollars between 2022 and 2025 (ITIDA, 2025). Multinational engineering operations already run at real scale in Cairo, not as a pilot: Valeo runs one of its largest automotive R&D centres worldwide there (Valeo), and Microsoft, IBM, Cisco and Oracle all maintain genuine engineering teams at Smart Village rather than sales offices.

Within that pool sits a smaller segment that matters specifically for a European buyer: engineers who studied at TUM, Imperial or elsewhere in Europe on scholarship or family placement, then returned to Egypt. They do not need the working culture explained to them. We describe that segment directly in the Egyptian talent pool most companies never reach.

If Eastern Europe is also on your shortlist, which for a German or French buyer it usually is, we compare both destinations honestly, including where Poland and Romania win outright, in our Egypt versus Eastern Europe comparison.

    How the team gets built

Six steps, and we carry all six. The parts companies usually underestimate are the first and the last.

    01

Scope the stack before the headcount

We start from your architecture, your languages and frameworks, and where the team sits relative to your existing engineers, not from a generic job title. A dedicated team built against the wrong scope is expensive to discover six weeks in.

    02

    Source against European working norms

Cairo's UTC+2 clock overlaps the full German, French and wider EU working day, so stand-ups, sprint planning and pairing happen live rather than through a handover. Our network leans on engineers who studied or worked in Germany, the UK or elsewhere in Europe before returning, which means the working culture is already familiar rather than something to bridge.

    03

Vet for the seniority you actually need

Who will be doing the daily work, not who is presented on the call. We screen for the specific stack, architecture judgment and code review discipline the role requires, and we say plainly when a candidate is mid-level rather than senior.

    04

We employ them, you direct them

Atlas holds the employment contract, runs payroll, files the statutory contributions and carries compliance with Egyptian labour law. You need no legal entity in Egypt to start. Day to day the team takes direction from your engineering leads and works inside your repos.

    05

Onboard into your repos, not a vendor's

Your version control, your CI, your ticketing, your on-call rotation if the role needs one. A dedicated team that works in a separate environment and hands off code creates a review bottleneck instead of adding engineering capacity.

    06

    Stay accountable after go live

Engineering retention is where a dedicated team quietly degrades: a strong senior leaves and the replacement is weaker, and nobody flagged it as a service issue. We manage retention as part of the engagement. Every placement carries a 30 day replacement window, and we carry the cost of using it.

The roles a dedicated team needs

A first build is usually two to four engineers plus a lead. The mix matters more than the number.

    Backend and platform engineers
Service and API work, data layer ownership, infrastructure that a European product team can hand a roadmap item to without a rewrite later.
    Frontend and full stack engineers
Product surface work against your design system and your component conventions, not a parallel stack that has to be reconciled back in.
    DevOps and platform reliability
CI/CD, cloud infrastructure and observability, staffed by people who can own an incident end to end rather than escalate it upward.
    QA and test engineering
The role most first builds skip and then regret. Automated coverage and a release process that catches a regression before your customers do.

The wider Egyptian software development market, the universities, the going rates and what to check before you hire, is set out in our guide to outsourcing software development to Egypt.

    What it costs, itemised

We will not publish a rate card, because a number without a stack and a seniority attached to it is marketing. What we can publish is the structure, which is the part quotes usually hide.

    Base salary
Set by the stack and the seniority. Industry estimates put senior engineers with 5 to 8 years of experience at roughly 4,000 to 8,000 US dollars a month in Egypt, against 12,000 to 18,000 US dollars for equivalent experience in North America, a saving that holds up specifically at technical seniority rather than only on entry-level roles.
Statutory employer contributions, about 22 percent
Employer social insurance runs at 18.75 percent of insurable salary (PwC Worldwide Tax Summaries), with employer health insurance adding a further 3.25 percent (Fragomen, 2025). Both apply to a capped insurable wage, not to the full salary. Any quote that applies a flat percentage to gross pay is overstating this line.
    Our management fee
Quoted separately and in writing, covering recruitment, employment, payroll, compliance, and the ongoing management of the team. You should be able to see it as its own line rather than buried in a per engineer rate.

The full build up, including a worked example, is in the real cost of building a team in Egypt. If you want the case for skipping local incorporation entirely, that comparison is here.

Questions we get before the first call

If yours is not here, ask it directly. We answer these in writing before anyone signs anything.

Send us the stack, the roles and the sprint cadence

That is enough for us to come back with a team shape and an honest view on timeline. If EU jurisdiction is a hard requirement for your legal team, we will tell you that upfront too.
